4.                   Landscape and Visual

 

Introduction

 

4.1               The landscape and visual mitigation measures should be incorporated in the detailed design, so as to ensure the effectiveness of the mitigation measures described in Table 5.4, Section 5 of EIA report.  Any changes to the mitigation measures that may be recommended to match the baseline review result or to match the ongoing EM&A should also be incorporated in the detailed design.

 

 

4.2               The design, implementation and maintenance of mitigation measures should be checked regularly to ensure that they are fully realised.  Any potential conflicts among the proposed mitigation measures, the project works, and operational requirements should also be identified and resolved early.  The proposed mitigation measures should always be given priority.

 

4.3               A landscape specialist with substantial site experience should be responsible for supervising the landscape works during the Construction Phase to ensure the mitigation measures are implemented according to Table 5.4 Section 5 of EIA Report.

 

Monitoring Requirement – Construction & Operation Phase

 

4.4               The implementation of landscape construction works and maintenance operations during the subsequent 12 month Establishment Period must be supervised by landscape specialist. The employment of a landscape specialist for monitoring the tree protection measures is cited in the EIA as a mitigation measure, and their involvement should be monitored.

 

4.5               Measures to mitigate landscape and visual impacts during construction, should be checked regularly to ensure compliance with the intended aims of the measures.

 

4.6               The extent of the agreed works areas should be regularly checked during the construction phase.  Any trespass by the Contractor outside the limit of the works, including any damage to existing trees shall be reported to the appropriate authorities.           

 

4.7               The progress of the engineering works should be regularly reviewed on site to identify the earliest practical opportunities for the soft landscape works to be undertaken.

·    monitoring of implementation of maintenance operations complied with the specification requirement during Establishment Period.

Re-provision of Public Open Space and facilities

·    the compensation of the affected LCSD public open space  (Forbes Street Playground, Hill Road Rest Garden, Ki Ling Lane Children’s Playground, Mui Fong Street Children Playground, Sai Woo Lane Playground, Centre Street Market Sitting-out Area, King George V Memorial Park) and the reprovision of facilities for those provided at present

Landscape and Visual Mitigation Measures 

 

4.8               Potential landscape and visual impacts have been carefully considered during the development of the project design to (1) avoid impacts on important landscape resources including the Forbes Street tree wall (LR1.2) and KGV Park tree wall(LR1.6), as well as old and valuable trees in the LCSD registry, as the first priority; and (2) locate, design and reduce physical extent of the works as far as possible, as well as identify mitigation measures, so as to minimize impacts on existing trees and open spaces, and to minimize the degree of visual impact, as proposed below.

Minimize light pollution and control of night-time glare

All security floodlights for construction sites shall be equipped with adjustable shield, frosted diffusers and reflective covers, and be carefully controlled to minimize light pollution and night-time glare to nearby residences and GIC users. Aesthetic design of the conveyor belt system

The removal of excavated material requires installation of a conveyor and a barging point. The conveyor will be covered, except the portion where it meets the barging point. The aim of covering or enclosing the conveyor is to avoid noise and air quality issues; however, the conveyor where above-ground should be adequately screened and /or constructed of suitable materials and in colours/tones that minimize visual intrusion.

Site Supervision

Protection of Retained Trees

All retained trees should be recorded photographically at the commencement of the Contract, and carefully protected during the construction period. Detailed tree protection specification shall be allowed and included in the Contract Specification, which specifying the tree protection requirement, submission and approval system, and the tree monitoring system.

In addition, the Contractor shall be required to submit, for approval, a detailed working method statement for the protection of trees prior to undertaking any works adjacent to all retained trees, including trees in contractor’s works areas.

All implementation of tree protection works and tree preservation measures shall be supervised by a landscape specialist on site.
